Rare Barber Neck Duster with Horse Hair Vintage Victorian filagree

Rare HTF Barber Neck Duster with Metal Handle Victorian filigree.  Metal handle could be brass. Please look at photos carefully: the bristles (horse hair) are attached to a round block of wood, which does have a crack.  It appears that a nail holding the wood in the metal frame has come out which causes the wood to be loose inside the metal holder.  However, the block is still held in place by one nail.
